Minorities of Europe (MoE) Minorities of Europe is a pan-European inter-minority youth project which seeks to support and assist co-operation, solidarity and exchange between different minority communities and young people in Europe. MoE was established in 1995 as a result of the Council of Europe’s campaign “All Different, All Equal“ against racism, antisemitism, xenophobia and intolerance across Europe.
